STAR has analyzed the four options for Watt/I-80, and attended the walk audits and community meetings. We take the following positions on Watt/I-80:
- We oppose Option C, the closure of the present Watt/I-80 Station and movement of bus routes and connections to the Roseville Road Station. The dislocation of bus schedules and routes, as well as the nearly impossible walking and bicycling access to Roseville Road make this an unacceptable alternative. This option might result in a ridership loss of 25%.
- We oppose the major expenditure of Option A until the Route Optimization Study is complete, and until a determination made about whether light rail will stay in the freeway median, or be moved to the south for a route to American River College and beyond, or be moved to the north for a route towards Roseville.
- The east elevator must be replaced in order to provide uninterrupted light rail platform access from the bus routes on the east side of Watt Ave. The replacement should take place as soon as possible. The shuttle service does not provide comparable access and is a waste of operating funds.
- STAR appreciates several of the items in Options B and D, but is not taking a position at this time on the specifics.
This position was adopted by the STAR Action Team on March 3, 2018. This position will evolve over time as more information becomes available, including costs for one or more of the options. It is expected that a recommendation from the Re-Imagine Watt/I-80 outreach and planning process will go to the SacRT board at one of the March meetings (12th and 26th). In case the board decides to take immediate action on the recommendation, and foreclose some or all of the other options, we wish to be ready with this position. However, we also hope that this will be the start of a process that further refines changes at Watt/I-80 and the surrounding area, and we will comment again at that time.
