As a follow up to the post on light rail modernization, SacRT staff provided some additional information, below.
1. The tracking to Historic Folsom is fully funded. The environmental phase is in progress. It is anticipated to be complete in mid-2023.
2. The source of funding for the 13 replacement light rail vehicles is the State Transit and Intercity Rail Capital Program (TIRCP) grant, State Prop 1A funds (high speed rail), and some Federal Capital Funds (Sections 5307 and 5337). Since there are insufficient funds to complete the 13 replacements at this time, we are hoping we are awarded additional funds from SACOG’s 2019 Regional Funding Round. Applications are due next week for this round and we are hoping that SACOG evaluates and decides on the awards in the next two months.
3. The source of funding for the 7 expansion light rail vehicles for the Folsom 15 minute service is the TIRCP grant and an award from SACOG from their 2015 Regional/Local funding round. Since there are insufficient funds to complete the purchase of the 7 new light rail vehicles at this time, we are hoping we are awarded additional funds from SACOG’s 2019 Regional Funding Round. Applications are due next week for this round and we are hoping that SACOG evaluates and decides on the awards in the next two months.
We are also submitting a Federal BUILD grant (it was named TIGER under the previous Administration) this summer to request funding to help alleviate the shortfall. However, we were not successful last year when we applied for the same project because 1) that particular grant has always been very competitive and 2) there was a marked shift in awarded projects to rural areas.
