SacTRU and STAR are hosting a presentation on Sacramento Valley Station by Chris Flores of SacRT and Greg Taylor of the City of Sacramento on Saturday, May 9. The STAR meeting scheduled for this Saturday, April 25, has been cancelled, see more information below.
The meeting (1:00PM on Saturday, May 9) will be held by Zoom, the meeting and presentation software, at https://zoom.us/j/694774833. If you have not used Zoom before, you should start well before the meeting so you can download it and familiarize yourself with the function and settings. It is easy, but may not be like other software you have used before. It you don’t have the capability to run the Zoom app, you can also call in to the meeting, using One tap mobile+16699006833,,694774833# US (San Jose); or dial by your location +1 669 900 6833 US (San Jose). Meeting ID: 694 774 833. But if you can get on the app and see the presenters and their presentations, your experience will be much better. The meeting host, Tamie Dramer, will manage when people are muted and not, and instruct in the proper use of the Chat and Question & Answer functions.
Chris provided the following information and the diagram that follows:
Light Rail Service Integration and Improvements
The SVS Loop project is a 1.55-mile improvement of SacRT’s Light Rail System from Sacramento Valley (SVS) Station (Sacramento’s intermodal transportation facility) to Township 9, the terminal station on the current Green Line. Specifically, these improvements include double tracking of the existing light rail system on H Street from 7th to the existing SVS light rail station. The SVS single track light rail station will then be realigned from the existing east/west orientation to a double track north/south oriented station
serving the existing Gold and Green Lines of the Light Rail System. The project includes the construction of a double track segment from the relocated SVS Light Rail Station from F Street to 7th Street and adding the second track to the single-track section of the Green Line from 7th and F Streets to 7th and North B Streets. The project also includes the construction of a double track station at Railyards Boulevard serving new development in the Railyards as well as the new Sacramento Republic FC soccer stadium estimated to open in 2022.
The service would be operated using modern low floor light rail vehicles which will replace SacRT’s current fleet over the next ten years. Service will be provided at a frequency consistent with SacRT’s light rail system which is currently every fifteen minutes, reducing to 30 minutes during the evenings, 7 days per week. To accommodate this increased service, seven new light rail vehicles (LRVs) will be required.

Greg provided the following information:
Sacramento’s downtown core is experiencing a revitalization that is expected to bring over 30,000 housing units and 60,000 jobs to the areas surrounding the Sacramento Valley Station (SVS). The introduction of new jobs, housing, and destinations in Sacramento, particularly in the undeveloped land north of SVS, provides a monumental opportunity to change the standard of transit in Sacramento and throughout Northern California.
The SVS Master Plan will set a path to transforming SVS into an integrated rail and transit hub that equitably encourages transit ridership and promotes transit-oriented development in Sacramento’s revitalizing downtown. The project transportation components are:
• Bus and Mobility Hub: The Regional Bus and Mobility Hub will connect up to 16 existing transit services in downtown Sacramento at SVS. This will facilitate convenient bus-to-rail, bus-to-light-rail, and bus-to-bus transfers, opening a new universe of intermodal trips for residents from across Northern California. The Regional Bus and Mobility Hub will consist of a two-level structure situated just south of the intercity rail tracks at SVS. The top level will be a bus circular, and the bottom level will be used for electric vehicle charging, car share, paratransit, micromobility, and other potential innovative transportation choices. A bicycle facility along the north edge of the Regional Bus and Mobility Hub will connect cyclists to the future I Street Bridge bikeway. Also a new entrance to the Railyards, at the northern end of the Steve Cohn Passageway will provide direct access between the open plaza in the historic shops district and all transit services.
The master plan also looks to future vertical development with potential uses of hotel, housing and office with an active series of plazas and park areas, all designed to mitigate our climate challenges with sustainable approaches to energy and water and complementary to the historic resources of the site. The overarching goal is to create an environment that is vibrant and enduring for not only Sacramento, but the broader region which this mobility center serves.

The station plan is complex enough that no single graphic can capture it all, but the bus mobility center board is below.

STAR April 25 meeting cancelled
STAR’s regularly scheduled meeting for Saturday, April 25, has been cancelled. We did not have any major items on our agenda, beyond SVS, so it made sense to combine with SacTRU for this May 9 meeting. Our next scheduled meeting is Saturday, May 23. If that meeting is held, it will be via Zoom, as we assume that though California may be out of stay-at-home, it won’t be out of no-group-gatherings. At some point the intent of Sacramento Transportation Authority for the potential November transportation sales tax ballot measure will become clear, and we will have plenty to talk about.
