SacCity General Plan half mile for transit

The City of Sacramento 2040 General Plan draft, Land Use and Placemaking element, has the following language on developing around transit (often called transit oriented development – TOD):

“LUP-4.1: Transit-Supportive Development. The City shall encourage increased residential and commercial development intensity within one-quarter mile of existing and planned light rail stations, commuter rail stations, and high-frequency bus stops to support more frequent, reliable transit service and vibrant, walkable neighborhoods.”

The overall goal for LUP-4, Integrating Infill Development, is “Walkable, transit-oriented centers and corridors that concentrate new jobs, housing, and entertainment opportunities to support frequent, reliable transit service and foster connected, accessible neighborhoods.”

STAR believes that the distance should be one-half mile rather than one-quarter mile. One-half mile is a 10 minute or less walk for most people, certainly a reasonable distance and time to walk to and from home, work, and destination. And for bicyclists, the distance of easy access, assuming safe streets and bicycle storage, is one to two miles.
