changes on SacRT board

There have recently been changes to the SacRT Board of Directors.

Mai Vang replaced Sean Loloee as a City of Sacramento representative, and Lisa Kaplan has replaced Katie Valenzuela for the city. Patrick Kennedy and Rick Jennings have continued in their Chair and Vice-Chair positions. Elk Grove now has two representatives, Bobbie Singh-Allen and Rod Brewer.
