We have added a column for sidewalk width at bus stops to the bus stop table, below, and created a map of stops between 5th Street and 18th Street, at end. The reason for collecting sidewalk width is to determine if the sidewalk space is already sufficient for bus stop amenities, such as benches, shelter, trash can, and bike rack. To accommodate a bus stop shelter, the sidewalk should be 10 feet wide, 6 feet for the clear sidewalk and 4 feet for the shelter. This is of course a minimum, 13 feet would be better.
We believe that it is the responsibility of the city to provide sufficient paved space for a full set of amenities at each stop, and trash can and bike rack where appropriate. The city might obtain an easement, or might purchase the necessary property. It is not unusual that the public right-of-way is wider than would be indicated by the sidewalk width. It is normally seen as the responsibility of SacRT to provide the bench and shelter, though this could be subject to negotiation, and it is clear that a major complete streets project such as this should have included purchase of benches and shelters, as part of the grant.
We have not yet looked at the bus stops east of 24th Street. These are part of Phase 2 of the project, for which design documents are not yet available.

Eastbound stops
- The eastbound stop before 5th Street (1772) will apparently be moved after 5th Street. The sidewalk here is 6 feet wide, with an adjacent asphalted area of 4 feet that may or may not be public right-of-way. It could contain at least a bench, and probably a shelter.
- The new eastbound stop before Muir Way has a sidewalk 6 feet wide, however, it is adjacent to Alder Grove, a publicly owned development, so obtaining more width here should be easy.
- The eastbound stop between Muir Way and Riverside Drive (128), adjacent to the cemetery, is slated to be removed. However, this is the only stop that allows a direct transfer between Route 11 southbound and Route 51 eastbound. If it is removed, another stop must be placed to allow this transfer. We have observed riders using this stop for just such a transfer.
- The eastbound stop after Riverside (227) already has a bench and shelter, though the shelter is in very poor condition. The sidewalk width is 8 feet, and the shelter is inset about 3 feet behind the sidewalk.
- The eastbound stop before 15th Street (229) has a sidewalk width of 8.5 feet, with a bus bench. Space for a shelter could be created here, but would require removing part of the curb and metal plate that is probably a remnant of a building wall here.
- The eastbound stop before or after 17th Street has already been removed.
- The eastbound stop, currently after 18th Street (231), is apparently going to be moved to before 18th Street. It is not clear exactly where the stop will be, or how it will interact with trees and a sidewalk buffer (planting strip). The sidewalk here is 4.5 feet, but pinches to 44 inches. It would probably be best to retain the current location after 18th Street, where the sidewalk is already wider, and an extended sidewalk could be installed.
- The eastbound stop past 19th Street (232) has a sidewalk 8 feet wide, plus an adjacent paved area 8 feet width, which may or may not be public right-of-way. The shelter there is placed partly on this wider area. This location is part of Phase 3 and it is unknown what kind of bus stop will be placed here.
- The eastbound stop after 21st Street (233) has a sidewalk 7 feet wide. It includes a bus bench, which hangs partly of the adjacent property.
- The eastbound stop after 24th Street (234) has a sidewalk 7 feet wide, and a shelter there is inset into the area behind.
Westbound stops
- The westbound stop after 24th Street (1918) has a sidewalk 7.5 feet wide, constrained by several tree wells and utility poles, with no amenities. The curb is signed no parking, so extending the sidewalk here would not remove parking, and would provide space for amenities including a bus shelter.
- The westbound stop after 22nd Street (1919) has a sidewalk 11.5 feet wide, with a bench, shelter, trash can and bike rack. It is unclear what is public right-of-way and private property here, but the apparent sidewalk veers around the shelter and some wide tree wells of 9.5 feet.
- The westbound stop after 21st Street (1920) has a sidewalk 8 feet wide, with a bench. Since there will be a stop before 19th Street, it does not make sense to have three bus stops in a three block stretch. Probably the stop after 21st Street should be removed.
- The westbound stop before 19th Street (1921) is currently inaccessible due to construction on the northeast corner of Broadway and 19th Street. The sidewalk is 8 feet wide, and there may be additional width when the construction is finished. This location is part of Phase 3 and it is unknown what kind of bus stop will be placed here.
- The westbound stop after 18th Street (1922) has a sidewalk 7.5 feet wide, and an extended sidewalk 6 feet wide. This location can easily handle full amenities, with bench, shelter, trash can, and bike rack. This is the one bus stop along Broadway where plenty of space is available, though it is unknown whether the amenities will be installed.
- The westbound stop after 17th Street has already been removed.
- The westbound stop after 15th Street (229) has a sidewalk 4 feet wide, with a pinch point of 44 inches. There is an adjacent sheltered area that may or may not be public right-of-way. The sidewalk is too narrow to meet PROWAG requirements (5 feet), and the ramps to the curb between trees are narrow, insufficient for an accessible stop, so modification will be necessary here. It is not clear whether these corrections have been included in the project.
- The westbound stop after 13th Street (1925) has a sidewalk 7 feet wide, but only 3 feet around a tree well, without amenities.
- The westbound stop after Riverside Drive (1924) has a sidewalk 7 feet wide, but with a bus bench, trees and utility poles, the clear width is only 4 feet.
- The westbound stop after 10th Street (1923) has a sidewalk 9.5 feet wide, without amenities. Though there are trees, there is ample curb space for boarding.
- The westbound stop after 8th Street (1770) has a sidewalk 6 feet wide, without amenities.
- The westbound stop before 6th Street (1771) is adjacent to O’Neill Park, so it would be easy to widen the sidewalk here for full amenities. The stop currently has a bench and trash can. Since the stop after 8th St has no amenities, and is adjacent to a fire station. Moving it a bit west would bring it into the park, where it can be widened, however, it probably does not make sense to have two stops in such close proximity. Having one stop in this section would be better, and it could be placed just west of the new mid-block crossing with curb extension between Alder Grove Apartments and the park. By the way, the park is fenced and gated along the south side, and the gate is never open, which is discrimination against residents of Alder Grove.
