The SacRT FY 2026 (2025-2026) budget is arranged strangely. In the document, actual budget information does not show up until page 17, and includes only 36 pages total. The pages before that are about the agency, not about the budget. If SacRT wants this information to be in the budget document, it should follow the budget information, or be included as appendices. Why should a member of the public, or a board member, be forced to wade through pages of background information before getting to pages that actually are about the budget?
The staff report for SacRT Board agenda item 4.1 on the May 12, 2025 meeting includes information that is not in the budget document itself, but should be. Most prominently, the flexible funding chart (page 5), shown below, is accommpanied by the text “Staff anticipates that these state and federal revenue sources will once again be dedicated 100% to operations within the next few years. While this may represent a return to normalcy for SacRT, it will put a strain on SacRT’s capital program and our ability to fund projects in the future.” This doesn’t show up in the budget document itself, but is absolutely important. STAR believes that all funding that can be allocated to operations should be allocated to operations, so this is critically important.
