STAR responses to Hinz 2025-07-28 presentation #4

Slide 9 (starting 38:10) is about Folsom 15-minute service. After extensive work on scheduling, what has actually been achieved is 15-minute service three times per hour, not four. Full 15-minute service has not been achieved because the project was designed with the incorrect assumption that a short passing track at Glenn light rail station would suffice. Even with the schedule modifications, trains are often delayed on the route between Sunrise and Historic Folsom, and some trains have to turn back at Sunrise even though they were destined for Historic Folsom. Lisa said that SacRT was successful in securing a state grant. Actually, the funding was from a lawsuit settlement between ECOS and Caltrans over expansion of Highway 50. It was always coming to SacRT. She said that the state did not fund the second passing track near Hazel station. It is unknown by STAR whether the settlement was insufficient, after a delay of many years and cost increases, or whether SacRT just misjudged the cost of the project, but blaming this problem on the state is disingenuous. She said that SacRT is continuing to pursue funding for the second passing track. This has never been shared with the public before.
