sales tax allocations to transit

STAR’s Action Team member DD Cathcart compiled a table showing the percentages allocated to transit in the current proposed measure, and past measures, offered here with some additional information. Since the 2020 measure was never placed on the ballot, the percentage for that one is based on the best information available to us.

The vision line shows the amount of additional sales tax (or other equivalent funding source) that SacRT has said it needs to run an effective transit system, which is a total of 1/2 cent sales tax. STAR supports this vision. Successful transit systems throughout the state and country have this amount of funding, and most have more. The 1/6 cent allocated in the original and revised Measure A is insufficient, though SacRT has worked very hard to utilize it efficiently and has been surprisingly successful with this small amount.

STAR is aware of the regressive nature of sales taxes, that low income people pay a much higher percentage of their income to sales taxes than do high income people. Therefore, we would support other funding sources for transit, but have focused on transportation sales tax measures here because that is what is being proposed at this time.
